Head of Technical – LNG Plant

(National - Site Based)

Some of your duties will include:

  1. Responsible for managing and overseeing all the technical aspect as well as health, safety, and environmental compliance for LNG regasification plant operation.
  2. Demonstrate a strategic approach to technical problem-solving and advisory for LNG regasification plant operation.
  3. To lead and manage The LNG regasification plant operational process meet the production target and regulatory compliance.
  4. Ensure all operations comply with Indonesian laws, regulations and COMPANY procedures, reducing the risk of legal issues that may impede business continuity.
  5. To represent the company in engagement with related stakeholders.
  6. To establish and maintain strong working relationships with local, regional, and national government bodies.
  7. To advise the company's senior management on technical and regulatory environment, anticipating changes in legislation and planning accordingly to minimize operational disruptions.
  8. Provide strategic direction for corporate and operational planning.
  9. To develop operational annual planning.
  10. To responsible the implementation of project and operational planning in timely manner.
  11. To provide periodic operational performance reporting
  12. Supervise and train team members on COMPANY standard operation procedures, compliance requirements, and best practices.
  13. Foster a proactive work culture, emphasizing accuracy, efficiency, and continuous improvement in the permitting process.
  14. Prepare and implement all Policies, procedures, forms, and other documentation required by LNG Terminal operation.
  15. To ensure implementation of COMPANY Standard policy, procedures and regulatory standard to achieve LNG terminal and regasification business and operation objectives safely.
  16. To be fully responsible of all regulatory compliance (including the obligation fulfilment) for all the parties/workers in the LNG Terminal area.
  17. To provide direction and oversight to employees (including those employed by subcontractors) to ensure compliance with the law and Company procedures
  18. To report all installation work and/or specific work to Head of Inspector of DGOG prior those work implementation.
  19. To assist Oil and Gas Inspector in OHS management system audit and/or inspection.
  20. To conduct periodic reporting and managing all safety and incident records.
  21. To responsible in LTI and fatality; environmental incident; and operation disturbance reporting to the DGOG with following mechanism on related regulation.
  22. To responsible, define and follow-up the accident preventive and corrective action.
  23. To ensure highest integrity practice as per COMPANY policy and law compliances by all LNG Terminal employees
  24. Manage department routine and projects annual business planning (budgeting) process (headcount, Opex, Capex, and closure cost), identify issues, and propose improvements.
  25. Ensure that programs are conducted within approved budgetary constraints.
  26. Be accountable for approval of purchases and expenditure within the delegated limits of authority.
  27. Promote and adhere Amman Group methodologies, policies, procedures and standards by consistently maintaining a high quality of work across all allocated functions.
  28. Schedule and allocate staff and resources to ensure all work is completed in a timely, efficient and cost-effective manner.
  29. Oversee development projects, control and direct project status, initiate corrective action to deliver projects on time at cost by ensuring project compliance and quality while identifying improvement opportunities.
  30. Manage and develop staff including setting objectives, performance management, training & coaching, succession plan, and handling industrial issues.
  31. Develop strategy to build strong team within the Department to ensure that sufficient and knowledgeable personnel resources are available to complete required departmental tasks.
  32. Ensure staff resources are maximised and staff members undertake appropriate training and development, so they are skilled to perform allocated duties.
  33. Provide reports for inclusion in Weekly Manager Meeting, Monthly Cost and Operation and Production Meeting, Monthly department Report, and other reporting requirements.

What skills and experience do you need?

  1. Bachelor's degree in Engineering, Energy Management, or a related field. An advanced degree or MBA is highly desirable.
  2. Minimum of 20 years of progressive experience in the energy sector, with a strong focus on power plant operations, energy management, and strategic leadership.
  3. Have Highest level operational inspector certificate/ Pengawas Utama K3 Migas is a must.
  4. Related certificates in Health, Safety and Environmental.
  5. Proven track record of successfully overseeing and managing complex power plant operations, including both coal and LNG power plants;
  6. In-depth knowledge of energy market dynamics, emerging trends, and regulatory frameworks related to power generation and distribution.
  7. Extensive experience in developing and executing long-term energy strategies for large-scale operations, with a demonstrated ability to adapt strategies to changing market conditions.
  8. Strong financial acumen and experience in developing capital investment plans for energy infrastructure projects.
  9. Have understanding of the government laws related the business needs.
  10. Solid understanding of advanced technologies and digitalization trends in energy operations, including predictive maintenance, data analytics, and smart grid solutions.
  11. Exceptional leadership skills, with a track record of building high-performing teams and fostering a culture of innovation and continuous improvement.
  12. Strong interpersonal and negotiation skills, with an ability to communicate effectively across various levels of government, precisely within the high level rank at Directorate Oil and Gas and corporate hierarchies.
  13. Ability to think strategically and anticipate future energy demands, aligning energy goals with the overall corporate strategy.
  14. Demonstrated ability to navigate complex challenges in the energy sector, including market fluctuations, regulatory changes, and environmental concerns.
  15. Strong analytical and problem-solving skills, with a data-driven and results-oriented approach to decision-making.
  16. Excellent communication and presentation abilities, capable of conveying complex technical concepts to both technical and non-technical stakeholders.
  17. Proven commitment to safety, environmental stewardship, and sustainable energy practices.
